A member of the elite Special Duties Unit of the Royal Hong Kong Police, Star Chow (Stephen Chow) is called "Star" (SDU). Star makes a joke about wanting to be moved to the traffic unit during a meeting with Inspector Yip (Deanie Ip), his senior officer. Star is quickly demoted to Constable, who is in charge of traffic on the streets of Hong Kong, so he can do his job. It was Star who was blamed for a failed high school terrorist investigation, so he quickly quit the police. When he thinks about it, he decides to go to high school and start his own investigation. Because Tat (Ng Man Tat), a bumbling, incompetent CID detective, is also undercover at the high school, Star knows that the investigation won't be easy.
