Ladd Devine intends to build a big new resort development in Milagro, a small town in the American Southwest. While activists Ruby Archuleta and lawyer/newspaper editor Charlie Bloom are aware that this will eventually result in the displacement of local Hispanic farmers, they are unable to mobilize much resistance due to the short-term employment prospects afforded by construction jobs.
